Subject: [PATCH] docs: live CDN now serves 0.3.14

Post-release state update: pinned tarballs through 0.3.14, latest aliases
flipped, and channels.stable = 0.3.14. install.sh was unchanged this
release, so the tinycloud.sh endpoint needed no redeploy.
