[Bug] Organizations can't see user-level-budgets in the UI after creation

Looks like it's fixed, I can see all user scoped budgets in the "budgets and alerts" interface :)

It seems that the issue is currently only partially fixed.

Budgets for specific accounts are now correctly displayed in the "Budget and alerts" section.
However, there is still a bug when creating a new "AI credits budget" with the Scope set to "Users" and the Users field left empty (which is recommended in the hint text: "Leave the user field empty to create a universal budget that applies to everyone.").
Once created, this universal budget is completely hidden and doesn't appear anywhere in the UI.

Furthermore, if you try to create it again, you get the following error:
A budget for this product and scope already exists. Please edit the existing budget instead of creating another.

This indicates that the budget is successfully created on the backend, but it is invisible in the dashboard, making it impossible to see or edit.

To sum up: creating a budget for a specific, individual user works now, but the universal user budget (with an empty users field) is still broken.

Can not confirm, the user budget without specifying a user is shown as "User Universal" in the Organisation budget area.

On my side I can see the user-scoped budget settings in the budget list.

However, when the user selection is left empty (which should apply the rule to all users), the interface summarize as only 6 users instead of 8, and only 6 of them effectively appear when clicking "View details".

At first, this looked like a simple display issue caused by an apparently untested feature. However, this now raises a more important concern: can we trust that the budget rules are actually being applied correctly behind the scenes?

I fully understand and accept the recent pricing changes. What concerns me is that organizations need to be able to define and control their budgets with confidence. Budget controls are not just a convenience feature they are essential for governance and cost management. Currently, the inconsistencies in the UI make it difficult to trust that the configured limits are being enforced as expected.

I would also love to add on your concern, 2 days ago I wanted to test the user level scoping, by adding a $1 budget to a user and I wanted to see how it behaves after a user runs out of credits, and I tried to finish the budget by running random tasks, important note here - I used auto model selector and it was on agent mode, after a couple of prompts I check the bar indicating my usage, and it didn't change at all then I logged in with the users github account and there under copilot settings I can see a 9% usage, so I figured it was just a UI bug in VS code but then I run multiple other prompts still under auto model selector and agent mode and the bar didn't change at all, both the bars in VS code and github, then I switched from auto model selector to Claude Opus 4.7 then after just a couple of messages I got a message saying "Credit limit reached" and fyi, after reaching the limit, you cannot use copilot chat in anyway. Now here is the real problem, before I implemented the budget, the usage of that specific user was at $0.14 (I specifically checked this) then after I hit the limit the usage went up to $3.23, which doesn't make sense at all, I understand that usage before setting up the budget doesn't affect the budget quota but shouldn't the usage be at only $1.14? and Copilot should've blocked the user after hitting the limit, my guess is the usage while I was on auto model selector didn't affect the budgeting for some reason, and this shouldn't happen at all... p.s. English is not my first language

The UI issue is not fully fixed, I have assigned budgeting for 14 users and it only shows budgeting of 10 users, and I am highly suspicious if the actual logic is working or not

On my side, I'm still seeing only some users. My hypothesis is that it counts/displays only users that used AI since it has been fix.

but I can see users with no usage, but another problem I am seeing is that I can see users removed from the plan at the user selection drop-down when creating a new budget plan

Same issue now with universal budget affected users. Before, every user, even external collaborators were visible.
Now, all external collaborators affected by this universal budget are not visible anymore. WHAT A NIGHTMARE!

It seems I can see previously created user-level budgets, but now I cannot create any new user-level budget. The user dropdown is not allowing me to select any user.

The user-level budgets are now showing, but when I go to edit or delete the user's budget, I get a 404 error.

There seems to be multiple issues. I have one user that has an entry with a budget, but the user's VS Code says he has 0 credits remaining. My credits accurately reflect in VS Code, but I am unable to change the budget so I'm almost out of credits and will run out before the end of the month.

I created my budget on June 1st. I created the other user's budget on June 2nd after they reported that VS Code showed they had no remaining credits, but that did not fix their issue. All users are directly assigned members of my organization with SSO and 2FA. My organization is a sub under the big corporate enterprise, and I am an owner. When I go to budgets and alerts, Scope: All - only the org's limit shows. Going to Scope: Users, my and other users' budgets show, but editing returns a 404 error. Deleting returns not found toast.
