Add a default-enabled permission request notification preference. Notify for actionable core and ACP approval requests while BitFun is in the background, with request de-duplication and same-round batching. Keep the listener active in toolbar mode and apply preference changes immediately.

- centralize pinned-item, tail-follow, and preserved-element behavior in a semantic viewport coordinator - synchronize footer reservations with streaming growth and tool-card collapse transactions - preserve tool-card header positions through the shared height contract - handle virtualizer compensation, late scroll clamping, and pinned-to-tail handoff - add focused regression tests and update scroll stability documentation
* fix(worktree): defer isolation until first prompt * fix(core): preserve loaded session storage binding
- move viewport reservation types and calculations into a dedicated module - keep VirtualMessageList compatible with React Fast Refresh - update focused tests to import the extracted helpers directly - preserve existing scroll stabilization behavior
