Describe the bug

With this beta version installed if you try and view a shortcut property you are left with an error message

The properties for this item are not available. I removed .199 and went back to .198 works fine Using classic style. fyi if I right click on the start button and select open the properties dialog opens fine for any item I select

Programs and select properties of any item.

Properties dialog would open

I tested the build you provided and it does resolve the issue which occurred on both of my computers.
