[BUG] manual landing at an area with a stellar anchor lead me to a completely different z-level

Description of issue

i was told of an area where a station with a stellar anchor was located. i traveled to that area in the overmap. then, i attempted a manual landing within the z-level with the stellar anchor. upon landing in the area, i "landed" in a completely different, most likely temporary z-level.

Difference between expected and actual behavior

expected: i should have landed in (at the very least) the same z-level i was attempting to land at.

Steps to reproduce

1. fly a landable shuttle to the same overmap location as koolan's station (i forgot the coords)
2. attempt manual landing on the z-level as koolan's station (i used manual landing, it was west touching the edge of the station, and the computer DID give me the option of choosing the z-level which was most certainly not "open space")
3. manual landing brought me to a completely different z-level
