feat: remove web-docs app

This PR removes the apps/web-docs app as requested.

Changes

• Deleted the entire apps/web-docs directory
• The app contained only placeholder files (.gitkeep and README.md with "TODO")
• No external references to web-docs were found in any configuration files

Testing

• All tests pass successfully
• No breaking changes detected
• The workspace configuration uses apps/* wildcard, so no config updates needed
