This repository owns the optional GMA Administration module: durable administrative audit storage, bounded audit discovery, and explicit retention front doors.
Persisted RBAC, bootstrap, and role management belong to Gma.Modules.AccessControl.
It is consumed by source-first applications and by the GMA-Skeleton composition repository as a Git submodule under gma/modules/administration.
