chore: remove resolved FOLLOWUPS.md

The file's only entry - diagnosing conflicting coalesced lifecycle/eager directives - was already marked done, and was in fact added by the very commit that implemented it (28725c2, AWT166). Nothing in the repo links to the file, no entries have been added in 48 commits, and its source line citations have since drifted.
