Strange 404 CSS error on ng serve, maybe related to hashing?

maybe 18.x, I'm on 19.0.0-rc.1 now

Description

Seems that when I have a particular style in my styles template, it breaks the css for that component with 404. But tweaking it in any way fixes it.

IMPORTANT: this did not throw any error, I didn't even know there was a problem until I saw the layout being out of touch

It doesn't matter how I change the styles, even just swapping two of the declarations can fix the problem. I have no idea how to begin to make this reproducible.

Can you provide the full name of the CSS file including any search params that has the 404?

it's css in the styles property of a component's decorator, the component file name's full path is
/Users/joshpike/Projects/aquipa/client/src/components/common/text-editor/text-editor.component.ts

Several more questions, if you have the time, to help us troubleshoot the issue:

1. Does this occur every time the dev server is started? And for the same component?
2. Does this only happen with inline component styles? If so, does this happen with the string form of styles instead of the array form?
3. Have you used any of the previous v19 prereleases in the same project?

3. Just rc0 and rc1, i think rc0 had the problem too

It only happens with the array form of styles, if I try the string form or use styleUrl, the problem goes away.
