Improvement/Ui: Make network mode mandatory or validate when creating vpc offering and network offering

The required feature described as a wish

As a Admin/Operator I would like to see if the particular vpc or network offering is natted or routed

If the admin user doesn't select the network mode , identifying if the offering is routed or natted is difficult

Currently, we support the creation of vpc offering without selecting the network mode

Select Natted mode when creating vpc offering > Check the details > natted mode is mentioned

Similarly, for network offerings, cloudstack shows natted mode only when the admin user selects the network mode

Hello @kiranchavala, I would like to work on this issue!

I am currently investigating the UI form validation schemas in Vue (ui/) along with the API parameter enforcement in CreateVPCOfferingCmd and CreateNetworkOfferingCmd (api/) to ensure the network mode is properly validated across both boundaries. Could you please assign this to me? Thanks!

I have already completed the investigation and submitted the full-stack fix for this here: #13622

The PR enforces mandatory network mode selection across both the Vue.js UI (AddVpcOffering.vue / AddNetworkOffering.vue) and the Java backend framework (CreateVPCOfferingCmd.java / NetworkOfferingBaseCmd.java). Let me know if any changes are needed!
