Pull request overview
Updates the repository’s Copilot review instructions to proactively detect and flag duplicate work by asking reviewers to search for similar open pull requests and link any duplicates found.
Changes:
- Adds a new “Check for duplicates” guideline to the code review instruction list.
- Instructs reviewers to link an existing PR when duplicate work is detected.
