feat: Add Snowflake Catalog Support

Like we do in apache/iceberg#6428, we can implement a snowflake catalog so we can query Snowflake-managed Iceberg tables directly.

I would lean towards Iceberg Rest Catalog, similar to Polaris, but I don't know if that's part of their roadmap. I'm not too fond of the endless mocking of the service, as in the PR that you're referring to.
