Update Ubuntu and CentOS Stream versions

• We need CentOS Stream 10 (AKA RHEL 10 family) coverage. It is missing from our supported OS list.
• We would benefit from a mix of Ubuntu 22.04 and 24.04 coverage by splitting coverage across architectures. We can also replace 20.04 coverage.
• FYI: The 24.10 coverage will be updated to 25.04 in a couple months.

I don't know how to interpret these results. Multiple pipelines/distros (including Alpine and Debian, which I didn't change) seem to be failing with OOM. I don't know why that is, but I also want to ensure that failure isn't resulting in a lack of coverage.

wasm failures are unrelated since the touched images aren't used on wasm

I'm most interested in the outerlook failures. There are failures within the new CentOS Stream image, but then they seem to map to failures in other untouched images/VMs.
