Description

The weekly issues snapshot (2026-07-31) shows 11 open issues with zero labels, despite the Auto-Triage workflow reporting 100% success and 0 unlabeled issues in its own daily run (#49336). The unlabeled issues cluster around specific report shapes the classifier appears to skip: empty-collection-window audit reports (e.g. [agentic-token-audit] ... Empty log collection window, #49128, #48873), model-resolution audits (#49288, #49076), Copilot CLI research reports (#49262, #49039), and [Parent] tracking issues (#49054, #49053). These land after Auto-Triage's run and are never picked up on a later pass.

Expected Impact

Closes the gap between Auto-Triage's reported 100% success rate and the actual label coverage of open issues, and gives these recurring report shapes a consistent label so they're queryable/filterable like every other automated report.
