fix: unify tool toggle semantics

Summary

• unify tool activation and deactivation across the Ribbon, shortcuts, menus, command palette, and Sidebar
• add neutral rest tools and Esc fallback behavior
• keep active tools available for deactivation after dataset context changes
• add regression tests and update English and Simplified Chinese shortcut documentation
