Please publish the Gradle cloud plugin

Hi all,

In this PR: d5b7cb0#diff-ee8722aff295face894041206ab1588f13a884e661e54e669df362d17e33bd17, a new Gradle plugin was introduced to make packaging Spring Cloud Functions a bit easier when using Gradle.

However, it doesn't seem like this plugin is published anywhere, and it would be great if someone could publish it?
