What to build
CODEQ_DEPLOYMENT.md — the anchor document for map #16 — was authored under decision ticket #17 but only committed to a local, unpushed branch (docs/codeq-deployment-anchor, off dev). The map links to it as if it lives at blob/dev/CODEQ_DEPLOYMENT.md, but that path is currently a 404.
Get the authored doc onto dev unchanged, so the anchor link resolves and every later execution ticket has a section to edit. This is an expand-first prefactor: land the file once, before the tickets that add sections to it (registry, smoke-test one-liner, convergence window, go-live checklist).
