CODEQ_DEPLOYMENT.md— the anchor document for the CodeQ-deployment wayfinder effort (map #16) — ontodev, so the map's anchor link (blob/dev/CODEQ_DEPLOYMENT.md) resolves instead of returning 404.This is an expand-first prefactor: the doc lands here unchanged from what decision #17 verified. Later execution tickets (#25 smoke-test one-liner, #26 config-fields registry, #27 convergence window, #28/#29 auto-rebuild + go-live checklist) append their sections on top of it.
